1. 개요

이미 북한, 중국, 러시아 등의 통제 범위에서 탈출해 대한민국 국적을 부여받았거나 제3국에서 난민 자격을 받은 북한이탈주민들에게 위험한 국가들에 대해 서술한 문서. 선요약하자면 북한, 중국, 러시아와 우호적이거나 공조하는 국가들은 절대로 방문하지 말아야 한다. 북한과 외교관계가 없는 국가라도 중국, 러시아를 통해 북송될 가능성이 있다.

북한 국적을 가진 적이 없고, 대한민국 또는 제3국 국적을 가진 사람 중 납북되었다가 탈출하거나 석방된 적이 있는 사람도 아래 국가는 다시 북한으로 송환시킬 가능성이 있으므로 위험하다.

탈북민이 아니더라도 아래 국가는 정치적 발언을 한 사람을 송환하기 때문에 해당 국가 출신 망명자가 절대로 방문하지 말아야 한다.

2. 설명

탈북자 출신 대한민국 거주민들이 한국 국적을 행사한다고 해도, 일부 국가에서는 북한이탈주민이라는 이유로 북한 국적을 행사하는 복수국적자로 간주해 남북한의 국적을 동시에 행사하는 것으로 기록된다. 북한에서 태어난 이상 북한 당국의 전산에 신원이 모두 남아있는 데다, 탈북한 상태이므로 평생 도망자 상태로 간주되기 때문이다.

보통 중국 대륙의 만주, 그 중에서 특히 북중 접경 지역에서 걸렸을 때 탈북자 북송이 이루어질 확률이 가장 높고[1], 선양, 창춘 등 만주의 성도와 주변 도시[2]에서 걸려도 높은 확률로 북송이 이루어진다. 중국 공안이 북한과 밀접한 지역에서 한국 국적을 소유하고 있는 탈북자를 귀신같이 알고 잡아 북송시켜버릴 수 있는 이유는 북한 사회안전성과 중국 공안이 데이터베이스를 공유하고 있기 때문이다. 중국이 인공지능 산업을 육성하기 시작하면서 신분을 감추려 해도 발각되게 되었다. 만주 지역이라도 탈북자가 한국 국적을 가지고 있는 게 확실하다면 함부로 북송하지는 못할 수도 있겠지만, 보위성한테 걸리면 탈북자라는 이유로 한국 국적이 있든 말든 북송당한다.

자신이 북한이탈주민이 아니더라도 아래 국가는 주의해야 한다. 아래 국가에는 보위부원이 자주 돌아다니며, 보위부원이라면 탈북자가 아니어도 국적에 상관없이 납북시킬수도 있다.

실제로 한 탈북자가 한국 국적을 취득한 후 중국으로 갔는데, 공항에서 여권을 검사하다 그 탈북자가 탈북할 때 쓴 위조 중국 여권이 블랙리스트로 등록되어서 대한민국 여권을 가진 그를 중국 경찰이 동일인물임을 확인해 조사실로 데려갔는데 그가 "그때는 중국 국적이었고 지금은 한국 국적으로 귀화하였다."라고 말해 중국 공안이 사과하고 풀어준 사례가 있다고 한다. 대부분의 탈북자는 중국을 거쳐 탈북하기 때문에 생계를 위해서라도 중국 여권을 발급받게 되는 건 흔한 일이다. 그러므로 탈북자가 한국 국적을 받고 중국의 어떠한 곳을 가더라도 이미 중국 여권과 중복으로 등록되어 있기 때문에 입국 심사를 할 때 무조건 걸린다. 그나마 해당 탈북자는 한국 국적을 취득한 후 만주가 아닌 지역에 갔기 때문에 이러한 신세를 면할 수 있었지만, 만약 그가 만주로 가서 이런 일이 벌어졌다면 바로 북송되었을 것이다.[3][4]

미국 시민권을 포함한 제3국 국적 또한 안전하지 않다. 중국은 미국과 문제를 일으키지 않기를 원하는 나라임에도 불구하고 중국에 억류되어 있는 미국인 마크 스위덴, 카이 리, 데이비드 린이 있으며, 북한에 억류되어 있던 케네스 배 등이 있다. 따라서 제3국 국적을 취득하였다고 해도 중국으로의 여행은 크게 권장하지는 않는다. 그래도 만주가 아닌 여타 지역으로 가거나 특별행정구인 홍콩 또는 마카오에 가는 것 정도는 문제삼지 않는다.[5]

북한이탈주민이 북송 위험을 피하려면 다음 지역들은 무슨 일이 있어도 절대로 가면 안 된다. 중국 만주 지역은 아예 북한 접경지인만큼 한국 국적을 가진 탈북자까지 북한 요원에 의해 다시 납치된 사례가 비일비재하며, 심지어 현지 공권력도 타국 국적 취득 여부와 관계없이 북송에 협조한 전적이 있다.

중국으로 여행갈 정도면 한국에 많이 적응했기 때문에 별 지장이 없어 보일 수도 있다. 중국 대륙 중 입국하는 지역이 화둥, 시베이, 중난, 시난 등 북서부 및 남방 일대라면 이민관리국을 만나더라도 다른 나라 국적을 정식으로 취득 또는 한국으로 귀순 의사를 제시하였다면 북송 위험이 거의 없다. 그러나 북방 일대, 특히 만주 지역으로 입국하게 되면 북송시키는 것이 목적인 이민관리국[6]이나 북한에서 파견나온 보위성이나 간첩 등의 위험한 자를 만나 북송당할 가능성이 매우 높아진다.[7] 그러므로 돈 몇 푼 아낄 생각으로 만주로 갔다가는 바로 정치범수용소에 떨어질 수도 있다.

실제로 모 탈북 실황 프로그램에서 남한인들의 보호를 받으며 탈북하던 탈북자가 중국 만주 지역에서 경찰에게 북송당할 위기에 처했는데, 경찰이 남한인에게 접근한 것도 탈북자 출신 남한인 아니냐는 생각에서였다고 한다. 다행히 경찰은 그가 대한민국 국민임을 확인해 넘어갔고, 위기에 처한 탈북자들도 어찌저찌 고비를 넘기고 탈북에 성공해 한국 국적을 취득했다.

이미 한국 국적을 확인받은 상태인데 뭐가 문제냐고 반문할 수도 있겠지만, 공안들은 그런 거 안 따지고 바로 북한으로 송환[8]할 수 있다. 물론 그렇다 하더라도 이런 식의 강제 북송은 국제법상으로도, 심지어 중국 법으로도 엄연히 불법이지만 중국의 인권 수준은 전 세계 통틀어 최하위 수준이다. 특히 이만갑, 모란봉 클럽에 출연한 탈북자라면 더 위험하다.

결국 2016년 5월, 대한민국 국적을 가진 북한이탈주민들이 중국 만주 지역으로 놀러갔다가 북한 보위요원에게 납치되는 사건이 발생했다. 그 중에서도 북중 접경 지역인 연길로 놀러갔다가 납치된 것이다.#[9]

2022년까지는 중국 정부가 2008 베이징 올림픽과 2022 베이징 동계올림픽을 연속으로 개최했기 때문에 제1세계의 이목을 고려하여 탈북민이 중국을 드나들어도 만주만 아니면 크게 문제가 될 건 없었다. 이제는 한국 여권을 소지한 탈북민은 대한민국 정부가 인지한 상태이고 외교 문제로 번질 가능성이 있어서 아무리 만주라 해도 북중 접경 지역만 아니면 공안도 북송하거나 그러진 않지만, 절대로 권장되지 않는 것은 마찬가지다.

2023년 7월부터 주한중국대사관이 탈북자 출신 한국 국민의 입국을 금지한 중국 정부의 방침에 따라 비자 발급을 거부하고 있어도 한국인은 중국에 무비자로 입국이 가능하기 때문에 탈북자 출신이라도 중국으로 향하는 비행기 및 선박을 탑승할 수 있다. 다만 중국에서 탈북자 출신임이 발각되면 입국 금지를 받을 수 있으며, 역시 만주는 절대 여행 금지고 다른 본토 지역도 권하지 않는다.

2025년 2월 기준으로 놀새나라TV를 운영하는 강나라가 어머니와 상하이 여행을 한 것을 보면 대부분의 지역에서는 크게 문제삼지는 않는 듯 하다. 게다가 북한식당까지 방문했다.

이 목록에 나오는 국가는 민주주의 지수에도 혼합 체제 또는 권위주의로 나오며, 완전한 민주주의 또는 결함 있는 민주주의는 없다.

: 북한이탈주민이 북한으로 돌아가는 사례가 있지만 월북은 국가보안법상 범죄에 해당된다. 북한 당국에 적발되면 정치범수용소로 갈 위험이 높다. 살아서 돌아와 한국에서 법적 처벌을 받는 것이 차라리 운이 좋은 것이다. 북한이탈주민에게는 목숨을 거는 매우 위험한 행동이다. 목숨보다 소중한 것은 없으니 절대로 돌아가면 안된다. 여기서는 북한 당국이 자국민이라 주장하기 때문에 국제사회도, 어느 나라도 개입할 수 없다.

: 한반도가 분단되기 오래 전부터 이미 한반도와 관계가 깊은 나라였으며, 6.25 전쟁이 발발하여 한반도가 분단되고 대한민국 정부가 수립된 이후에는 39년간 중국과의 교류가 단절되었다가 1992년 8월, 1차 자유협약에 따라 한국과 수교하기 시작하면서[10] 한국과의 경제•문화 교류가 활발해지게 되었다. 또 비슷한 시기인 고난의 행군 당시 중국 대륙으로 대거 도강한 북한인들 때문에 중국의 부담이 커지게 되자 결국 중국은 이때부터 북한인들의 집단 출입을 막기 위해 북중 국경을 엄격히 통제하기 시작하였고, 중국으로 도강해 들어온 북한인들은 무조건 밀입국자로 취급하고 북한으로 송환된다. 그래서 북한과 밀접한 지역에서는 북한의 상황을 철저히 예의주시하는 만큼 그만큼 북송 세력도 최고조에 이르게 된다.[11] 랴오닝성 선양시 중푸국제호텔(칠보산 호텔)은 북한에서 운영했던 적이 있는 호텔이며 탈북민이 아니더라도 국적에 상관없이 납북될 가능성이 있다.[12] 현재는 중국 기업이 운영 중이나 호텔 내 고려항공 사무실과 북한식당이 있어서 아직도 위험하다. 랴오닝성 지역이 북한 접경지대라서 이 호텔이 아니더라도 중국 어디보다 더 위험하다. 2016년 사드 보복으로 롯데마트를 영업정지시키고, 선양 롯데월드를 폐업시킨 후에는[13] 랴오닝성에 한국 관련 시설이 사리지고 북한 관련 시설만 남게 되었다. 같은 북한 접경지역인 지린성, 러시아 접경지역인 헤이룽장성에도 북한 관련 시설이 많다. 만주 지역의 중러국경은 극동 연방관구에도 접해 있으며, 이 지역은 보위부원은 물론 북한군도 주둔하고 있어서 어느 지역보다 더 위험하다.

: 공산 국가는 아니지만[17] 역대 캄보디아 정권이 대부분 친중&친북 성향이라서 탈북민들의 북송에 아주 적극적이다. 애초에 캄보디아는 중국 범죄자들이 대놓고 치안을 어지럽히고 깽판을 쳐도 어물쩡 넘어가는 나라다.[18] 2020년대 캄보디아 한국인 집단 납치 사태가 일어나면서 탈북민이 캄보디아 루트로 탈북하거나 추후 캄보디아로 입국하는 것은 매우 위험하며, 사실상 만주(동북 3성 등)의 동급 이상의 위험도를 가진 지역이 되었다고 봐도 무방하다.[19] 나름 대북제재를 따랐다고는 하나[20] 탈북민 입장에선 무의미하며 매우 위험한 곳임은 여전하다.

: 네팔 자체는 반서방 국가는 아니지만, 정부는 대북제재에도 소극적이며, 북한식당은 물론 주체사상을 채택한 정당도 있다. 그래서 탈북자를 북송시킬 가능성이 없지 않다. 현재도 공산당(통합 마르크스-레닌주의)이 집권 중이다. 정권교체가 된다고 해도 공산당(마오주의)이 집권할 수 있으며, 친중 성향도 상당하기 때문에 앞으로도 탈북자와 중국 출신 망명자에게 위험하다.

: 2015년 아프가니스탄 난민 사태가 터지자 친서방 국가도 아니고 반서방 국가임에도 아프가니스탄 난민을 북한이탈주민과 같이 자국으로 돌려보내고, 특히 북한이탈주민도 아닌 한국인이 이란에 가면 ESTA 자격을 빼앗기는 것도 고려해야 한다. 최근에 이스라엘이 2025년 공습 이후 이란은 모사드와 연계된 첩자와 동시에 북한이탈주민도 검거해 북한으로 보내고 있다. MT한국케미호 나포 사건, MSC 에리즈 나포 사건과 같이 정말로 이란에 밉보인 행동을 보여서가 아니라 별 이유 없이 외국인이나 외국 선박을 인질로 잡고 협상용 장기말로 쓸 가능성도 있다. 또한 트럼프 집권 이후 한국과 이란의 관계가 과거보다 훨씬 나빠졌다는 것도 고려해야 한다.

: 바트주의 체제 한정으로 대한민국과는 외교 관계가 없는 북한과의 단독 수교국이였으며 대한민국 대사관도 없었다. 당연히 북한 대사관만 있었고 정치적으로 모두 친북 성향 국가였다. 특히 이란, 시리아와 인접한 튀르키예 동남부권 지역들을 방문할 경우 절대 주의가 필요하며 절대로 시리아 국경 지대를 넘어가서도 안 된다. 어차피 시리아는 전국 곳곳에서 내전과 테러가 일어나고 있어 사람이 죽기 딱 좋은 환경이라 현재 대한민국 외교부가 여행금지국으로 지정했기 때문에 순수 한국인들도 절대 가서는 안 되는 곳이다. 바샤르 알아사드 정권이 몰락하고 반군이 집권함으로써 북한 공관 직원들이 러시아군의 도움으로 철수했기 때문에 건물만 남아있고 대한민국과도 수교를 하여 북송 가능성이 낮아질 수는 있으나 아사드 충성파와 바그너 그룹이 남아있다보니 여전히 여행금지국이다.[21][22]

: 2014년 1월 1일부터 한러 양국 모두 비자 없이 60일 체류가 가능하며, 양국이 수교한 후에는 경제·문화 교류가 활발하지만 현재는 독재·반서방 국가이다. 보리스 옐친 시절에는 탈북민들의 루트였지만 블라디미르 푸틴 집권 후에는 어려워졌으며, 2016년에는 결국 러시아도 북한과 강제 송환 관련 협약을 맺었고 2022년 러시아의 우크라이나 침공 이후로는 한러관계가 악화됨과 동시에 서방과의 대립 심화로 북한과 가까워지고 있는 상황이므로 탈북민들이 이곳으로 탈출하는 순간 북송당할 가능성이 높다. 특히 극동 연방관구, 블라디보스토크, 모스크바, 상트페테르부르크는 북한 보위부원이 자주 돌아다니고, 러시아 공권력까지 북송과 납북에 협조한 이력이 있다. 2023년에 블라디보스토크에서 북한 영사관 모자가 탈북을 시도하려 탈출했다가 러시아 당국에 체포되어 북한 공관에 인계시킨 사례[26]도 있어서 러시아 정부에 의한 북송 위험성 역시 더욱 높아졌다.[27]# # 극동 연방관구, 쿠르스크주에도 북한군이 주둔하고 있으므로 위험하다. 특히 러시아-북한 국경, 중러국경은 보위부원이 자주 돌아다니고, 북송, 납북이 자주 발생하는 만주 지역이므로 러시아 어느 지역보다 더 위험하다.

[1] 심지어 북중 접경 지역은 탈북자가 아닌 한국인조차 납북된 사례가 있기 때문에 절대 방심해선 안 된다.[2] 북중 국경과 다소 떨어진 곳[3] 탈북민에게 가장 까다로운 것은 거위이다. 대중교통 대신 보도로 중국을 빠져나오려고 해도, 중국 경찰이 거위를 활용해서 색출하기 때문에 발각되서 거위가 소리지르기라도 한다면...[4] 단 국외의 중국 불법 경찰은 탈북자보다는 경제사범, 반정부 인사 중국인, 홍콩인, 천안문 민주화 운동가 등을 송환시키거나 제거하는 것이 주 목적이다.[5] 참고로 홍콩, 마카오에서 중국 본토로 넘어갈 경우에는 중국 비자를 별도로 발급받아야 한다.[6] 여기서 말하는 이민관리국은 만주 내에서 탈북자 북송을 담당하는 공권력을 말한다.[7] 제아무리 타국 시민권을 가졌다고 해도 안전한 것이 절대 아니다. 특히 전술했듯이 미국 시민권 또한 안전하지 않다. 그러니 타국 국적이 있더라도 만주 지역은 꼭 피하고 시베이, 시난, 화북, 화둥, 중난 지역으로만 가도록 하자. 만주에는 중국 경찰만이 아닌 보위부를 비롯한 북한 관련 단체들도 여럿 있기 때문이다. 또한 북한은 과거 자국에 여행을 온 미국인 오토 웜비어에게 온갖 누명을 씌워 수용소로 보내 잔혹한 고문을 가하여 사망하게 한 전적이 있다.[8] 만주는 북한에서 중국으로 밀입국한 자로 인식하기 때문에 특히 그런 경향이 매우 크다. 하지만 만주가 아닌 다른 지역에서는 북한에서의 밀입국과 거리가 멀기 때문에 이미 타국 국적을 부여받았음이 확실하다면 거의 그대로 석방된다.[9] 전술한 그 중국 공안까지 한국 국적 취득 탈북자 북송에 가세한 지역이 바로 연길시이다. 일부러 해당 공항에서 한국인들의 신원을 직접 뒷조사하다 탈북민 출신인 것이 확인되면 중국 불법체류 탈북자들과 똑같이 밀입국자 송환 협정에 따라 처리해 버렸던 것이다. #[10] 그러나 북한을 제외한 유엔 회원국 모두가 대한민국 수교국이고 북한도 적대적 두 국가론을 주장하면서 대한민국을 국가로 승인했기 때문에 대한민국 수교국, 대한민국 승인국 여부는 중요하지 않다.[11] 만주는 외교부에서도 대놓고 "단동, 연변, 백산 등 북중 접경 지역에서는 북한인들이 많이 활동하고 있으며 한반도 위기 상황에서는 긴장감이 조성되는 지역입니다. 과거 선교사, 여행객들이 월북하는 사례가 심심치 않게 발생하고 있으며 접경 지역을 무단 촬영하여 중화인민공화국 공안에 체포된 사례도 있습니다."라고 말하는 곳이다.[12] 실제로 칠보산 호텔에서 탈북민이 납북된 사례가 있다.[13] 선양 롯데백화점도 폐업했다.#[14] 지금은 몰라도 미래에는 이쪽도 보위성이 민간인으로 위장한 채 돌아다닐 수 있다.[15] 하지만 캄보디아는 대북제재에 동참했음에도 불구하고 현 시국상 베트남보다 훨씬 위험한 국가가 되었다. 자세한 사항은 후술 내용 참고.[16] 모든 유엔 회원국이 2375호에 따라 북한 합작 사업체를 운영하는 것이 금지되고 2397호 북한인의 노동비자를 취소해야 하지만 위험한 국가 중 캄보디아만 대북제재를 이행했고 베트남과 다른 위험한 국가가 제재 이행을 안하는 것일 뿐이다.[17] 의외로 현재까지도 많은 사람들이 공산 국가로 알고 있는 경우가 많은데, 1975년에 공산주의를 표방했지만 1989년에 캄푸치아 인민공화국이 멸망하면서 공산주의가 붕괴되었다.[18] 정부와 한통속인데다가 납치 후에는 북한으로 돌려보낸다.[19] 현재 캄보디아에서 붙잡히면 정치범수용소에서 일어나는 끔찍한 일을 겪을 수 있으며, 중국 범죄자들이 북송하겠다고 협박할 수도 있다.[20] 2019년 말 캄보디아 내 모든 북한인의 노동비자를 취소했으며,# 2020년 캄보디아 내 모든 북한 사업체가 폐쇄되었다.# 북한식당도 폐쇄되었다.[21] 시리아는 대한민국의 마지막 유엔 회원국 수교 국가다.[22] 북한 공관들이 아사드와 같이 러시아로 도망갔지만 독재정권 잔당들이 아직도 남아있어 과도정부군과 충돌하는 것도 유의해야 한다.[23] 단 미승인국이다.[24] 마알레 아두밈을 제외[25] 유대아 사마리아 특구에 속한 상공업 정착촌인데, 알렌비 국경 검문소를 거쳐 요르단의 살트와 암만으로 향하는 이스라엘 국민들의 전용도로가 지나간다.[26] 블라디보스토크 북한 외교관 가족 탈북 기도 사건[27] 2024년에는 북한군이 러시아에 파견되면서 북한군이 탈북민을 보고 보위성에 신고하거나 사살할 수도 있으니 더욱 위험해졌다. 다만 이들은 주로 전쟁 지역에 있다.[28] 원래 대만 수교국이었으나 2021년 중국과 수교하면서 대만 국가승인을 취소했다.[29] 주 수단 공화국 대한민국 대사관 겸임[30] 주일 에리트레아 대사관 겸임
