1. 개요

바다 및 해안가 등과 인접하지 않고 사방이 다른 육지로 둘러싸인 지역을 가리킨다. 반댓말은 해안 지역이다.

국가 단위로는 내륙국이라고 한다. 내륙국의 각 지역들은 당연히 모두 내륙 지역이다.

2. 기준

대개 행정구역 경계를 기반으로 하나 관습적인 지역 범위를 기준으로 삼을 수도 있다. 지형은 동일하지만 행정구역 개편에 따라 해안 지역이 통합, 분리되면서 행정구역 기준으로의 내륙성은 달라질 수도 있다. 이 경우에는 행정구역을 바꿨다고 지리가 바뀌는 것은 아니므로 아래의 특성은 크게 달라지지 않는다.

행정구역은 여러 층위가 있으므로 다양한 기준을 상정해볼 수 있다. 직접적 소생활권을 기반으로 한 최하위 행정구역을 기준으로 한다면 어지간히 좁고 긴 해안 국가가 아니고서야 내륙 행정구역이 으레 있기 마련이다.[1] 반대로 국가 바로 하위의 제1차 행정구역을 기준으로 한다면 제법 큰 면적의 국가에도 내륙 행정구역이 존재하지 않을 수 있다. 이처럼 최하위 행정구역을 기준으로 하면 너무 많아 의미를 지니기 어려우므로 아래의 목록은 대개 제1차 행정구역을 기준으로 하고 있다.

내륙이어도 하천을 통해 바다로의 접근이 가능한 경우도 있으며 매우 넓은 강은 하천 변에 항구도시가 건설되기도 한다. 이러한 곳은 내륙 지역의 특성이 옅은 편이다.[2] 이러한 경우 후술할 지형의 변화, 하굿둑 설치 등으로 바다로의 접근성이 낮아질 수도 있다. 반대로 본래 내륙이었다가 운하를 건설하거나 하천을 준설하여 항구도시화되기도 한다.

지형이 변화하여 내륙성이 바뀌기도 한다. 토사가 많은 강을 낀 곳은 하구에 흙이 쌓여 해안선이 후퇴하기도 하며, 지각의 융기/침강 등으로 해수면이 변동되기도 한다.[3] 해안을 육지로 만드는 간척 사업이 이루어지면 많은 해안 지역이 내륙화된다. 내해는 드물게 수량의 감소로 육지가 되기도 하는데 아랄해가 대표적이다. 반대로 실제 사례는 거의 없으나 저지대에 해수를 끌어와 바다를 만들어 내륙 지역을 해안 지역화할 수도 있다.[4]

3. 특징

바다를 접하지 않았기 때문에 아래와 같은 특징을 지닌다.
  • 항구도시(어촌, 항구, 포구 등)가 존재할 수 없으며 해산물을 생산할 수 없다. 강, 호수, 저수지 등 담수를 끼고 있다면 담수에서의 수산물을 획득할 수는 있다. 1차 산업 중에서는 농업, 축산업, 임업을 주력으로 한 곳이 많다.
    교통 및 보존 기술이 미비했던 전근대에는 해산물의 부패가 빠르다는 점과 더불어 내륙에서 해산물의 섭취가 매우 힘든 편이었고 해산물 요리는 젓갈, 건어물 같은 보존식품을 제외하면 대개 해안 도시에서 소비되었다.[5] 현대에는 어지간한 중진국이라면 내륙이라고 생선 구경 못할 일은 거의 없어졌지만 해안 지역에 비해 해산물의 가격대는 좀 더 높은 편이다.
  • 인접 지역과의 육로 교통은 해안 지역에 비해 활발할 때가 많다. 특히 국토 정중앙의 내륙 지역은 이곳에 길을 내는 것만으로 교통 개선의 효과가 크기 때문에 사통팔달의 요지가 되곤 한다. 한국의 경우 충청도 중남부 대세청이 그러한 예이다.[6] 물론 이렇게 되기 위해서는 내륙이기만 해서는 안 되고 도로를 깔기 좋은 평야가 넓게 깔려있어야 한다.
  • 바다로 인한 각종 피해에 비교적 안전하다. 일단 해안에 비해 표고가 높아 해수면 상승이나 쓰나미 등 해양성 재해로부터 위험이 덜하다. 아울러 염분이 섞인 바닷바람으로 인한 부식 등의 피해가 적은 편이다. 비슷한 이유로 해적 등 바다로부터 오는 외적의 침입도 좀 덜 받는다.

다만 내륙국에 비해서는 문제점이 덜하다. 국가 대 국가의 교류는 언제든지 차단될 수 있고 제한되는 점이 많지만 국가 내 교류는 그보다 훨씬 원활하기 때문이다. 항구도시의 부재라는 점도 국가 차원에서는 무역에 매우 큰 지장이 되지만 내륙 지역은 다른 산업으로 도시 경제를 발전시키면서 항구에서 얻을 수 있는 이득은 이웃 지역으로부터 교류하여 얻으면 된다.[7] 특히나 근대 산업화 이후에는 육로 교통수단이 비약적으로 발달하면서 수운의 접근성이 낮다는 이유로 경제적 어려움을 겪는 일은 크게 줄어들었다. 때문에 내륙국은 대체로 가난하지만 내륙 도시는 반드시 그렇지는 않으며 세계 유수의 내륙 대도시들이 매우 많다. 다만 본래 항구도시였다가 항구의 기능이 없어지는 등의 변화를 겪으면 도시의 전통적인 경제 구조가 무너지면서 쇠퇴를 겪을 수도 있다.
